BIS QCO for Electrical Appliances for Commercial Dispensing and Vending – Effective from 1st October 2025

The Ministry of Commerce and Industry, in consultation with the Bureau of Indian Standards (BIS), has issued the Electrical Appliances for Commercial Dispensing and Vending (Quality Control) Order, 2025. This new QCO makes it mandatory for all dispensing and vending machines to conform to Indian Standards (IS) and obtain BIS certification before being sold in the Indian market.

1. Implementation Timeline

   • General Manufacturers: 1st October 2025

   • Small Enterprises: 1st January 2026

   • Micro Enterprises: 1st April 2026

2. Scope of Products Covered

   • The QCO applies to electrical appliances for commercial dispensing and vending under IS 302 (Part 2/Sec 75):2018.

   • This standard specifies safety requirements for vending machines and dispensing appliances, ensuring safer use in commercial spaces.

3. Exemptions

   • Goods manufactured exclusively for export.

   • Up to 50 units per year imported for research and development (not for sale, and must be scrapped post-use).

4. Certification and Enforcement

   • BIS will act as the certification and enforcement authority under this order.

   • Any non-compliance will invite penalties under the BIS Act, 2016.
