BIS QCO for Cross Recessed Screws – Mandatory from 1st November 2025

The Ministry of Commerce and Industry, in consultation with the Bureau of Indian Standards (BIS), has issued the Cross Recessed Screws (Quality Control) Order, 2025. This order mandates that all cross recessed screws must conform to their respective Indian Standards (IS) and carry the BIS Standard Mark under a valid licence before being placed on the Indian market.

  1. Implementation Timeline

    • General Manufacturers: 1st November 2025

    • Small Enterprises: 1st February 2026

    • Micro Enterprises: 1st May 2026

  2. Scope of Products Covered
    The QCO applies to a wide range of cross recessed screws, including:

    • Pan head, countersunk head, and raised countersunk head screws

    • Hexagon washer head drilling screws

    • Drywall screws, chipboard screws, and wood screws

    • Steel, stainless steel, and non-ferrous metal screws

  3. Exemptions

    • Goods manufactured exclusively for export.

    • Imports up to 200 kg per year for R&D purposes.

    • Screws imported as part of a finished product, sub-assembly, or component.

    • Certain MSMEs (as per Udyam registration with limited investment and turnover).

  4. Certification & Enforcement

    • BIS will act as the certification and enforcement authority.

    • Non-compliance will attract penalties under the BIS Act, 2016.
